Depends on the game. If it's PC optimized. If Its a console hit and is only a PC port afterwards, it's going to run like crap regardless of what PC specs you throw at it.

the ps4 gpu and a gtc 660 would trade blows i think, the i7 is much stronger as a processor.

You would definitely see better performance from the pc. Not a huge difference of course, but more importantly there a lot more games for pc. So if you're looking purely for entertainment value pc wins by a landslide, performance wise you'll see higher fps and the ability to lower graphics settings if you aren't getting your desired fps. I would go pc.
