PS4 vs PC at 30 FPS

Hey guys! If I played any game like Assassins creed origins on my PS4 at 30 FPS will it be as smooth as playing it on a PC at 30 FPS or it will be a bit better or a bit lower in smoothness and performance?

Now, Most PCs Considered Gaming will go beyond 30PFS.

30fps is the same for a PC or a console. It will look the same. The PC will have different options for graphics where the console will not.
