Out of curiosity, does anyone know whether games on a normal PS5 will run at a higher framerate @ 1080p than 4k? Or did they lock games to whatever framerate they'll do at 4k?

Either way, I'm not buying a Pro. I only got a regular PS5 about a year ago. However, it might influence my decision about when to upgrade to a 4k TV.

Games that were designed around 1080p likely won't change. What we may see is a slight bump in performance for certain games where the game developer patched and took advantage of the PS5 Pro's specs.

Caution! Based on my previous experience with the PS4 Pro which I purchased at launch, few games took advantage of the PS4 Pro's speed bump and because of that I think the same may happen with the PS5 Pro, unless a game was held in development awaiting the arrival of the PS5 Pro.

The PS4 was released late 2013 and the PS4 Pro was released late 2016, three years apart. We are already closing in on year 4 of the PS5. Another three years and we should see the launch of the PS6. The bottom line is, the PS5 Pro makes little to no sense unless you currently don't have a PS5 and want one. The other factor is that, this current gen for the PS5 has been lacking in 1st party exclusives.
