Pseudodragon question

Question: are pseudodragons considered "true dragons" and do they speak
the Draconic language. I've haven't been able to find anything in the
PHB, DMG, or MM I. Can anyone help...thanks.

If you are using an older version, this should still be enough.
The only "true dragons" are the chromatic and metallic dragons.
I'd probably add a few more dragons to the true dragon list, but
most people think of dragons as being large flying reptiles
and a pseudodragon isn't all that big.

Perhaps the best answer has been staring at you the whole time.
It is a PSEUDO-dragon.

vocalize animal noises such as a rasping purr (pleasure), a hiss (unpleasant
