You have to make sure that the plug is the right size and that the polarity is correct.
You can't charge it if the battery is dead but it can run from external power even without any battery.

Usually the polarity is shown by the color of the plug, you would need one that is yellow on top just like the power plug on the PSP.

Look at the charger port on the PSP. It should have a symbol on it that looks like a line with a diamond or a circle in the middle. Also note the voltage (I believe it's 5V across the board). As long as the charger has the same symbol and is 5V, it should be fine.
