Are you sure that the main breaker in your home supports 450W and not 4500W? Since what you're saying doesn't sound right. E.g electrical water kettles alone range between 1000W and 2000W. Also, electricity sockets are rated between 2000W and 5000W.

As far as PSU goes, here i need to know your full system specs.

And for UPS, your budget and location is needed (e.g USA, Europe, Asia etc).

Okay, but like i said, to help you in your matter i need:
* to know your full system specs
* and your budget with location (e.g USA, Europe, Asia etc)

Since without full sys specs, i can't suggest proper wattage PSU. Unknown location would bring up the correct power sockets issue on UPS, e.g i suggest a good UPS which has Schuko sockets while what you have in use are actually NEMA sockets. And lastly, everybody has a budget. Else-ways, go and get high-end, rack mountable, 2000VA, online UPS with true/pure sine wave output.

450 watts... in to your house? And you consume it all with a computer?

Hmmm only places I can think of like that is far reaches of Africa where they have power problems and share bits with villages or they use solar to distribute power to run some lights at night.
Maybe India does something similar as well, but not that I am aware of.
