Psu and mobo is not working

Hello i want help..my new build cpu is not working .mobo and all.even the psu fan is not spining and my all fan is not spinning.but my graphics led that connect the 8 pin is lighting..i wantnto know if my psu or my mobo is dead..

My case fan is directly connect to psu.i tried to connect only fan to psu.but its not spinning..Thanks.i will try later the stand off under the mobo
