Question PSU causing this weird gpu/system problem?

Hello everyone! I recently upgraded from an Asus strix GTX 960 4gb card to a Galax RTX 2060 SUPER EX white edition card. The most unusual behavior I have noticed from this card is when everytime I shut down my PC, the right fan spins literally for like a second. This happens in conjunction with my PSU "shifting its relay switch" with a click noise. It is a Corsair RM 750X V2 80+ gold psu. I did not notice my old 960 doing the same. It is as if there is mini-second surge of power before shut off because I can hear my headphones sound "pop" and other case fan leds glow bright during this second also.


I am really really concerned especially about the gpu fan. Can this damage my gpu overtime? Please help. I already re-seatted everything. It's just when the PSU flips the switch to turn itself off there's like a second spike of power.
