PSU clicking noise when turned PC is on or OFF

I just noticed a ticking noise in my computer, I figured out that it’s coming from the PSU so I tried turning my computer off and I can still faintly heat it, to completely stop it I have to unplug the power cord from the computer, any reason for this and or way to fix it? Very odd that I can still hear the noise with the computer turned off

Part of PSU works all the time while plugged in so primary side of it may have a a problem, probably unsafe condition.
