Question Psu dead?

Yesterday I got a new gpu (a Vega 56) and today I turned on my rig and nothing happend so I opened it up and had a look when the power button is pressed nothing happens but if you turn off the psu then unplug and replug the power cord and turn the psu on when you press the power button. For a split second the cpu led flashes then goes of. I currently have a thermaltake smart RGB 700w. Has it died?

In the manual it says the CPU is not plugged in and to check the 8 pin CPU connector which is making me think it's dead

Update : nothing turns on now it's compleatly silent
