PSU : Decrease rpm for noise reduction!?

Hello, I changed the fan stock PSU (GX650w) to an "Akasa Apache 120mm".
I plugged in a molex and the noise is a bit loud. Would it be safe for the PSU to connect the fan to a 7v splitter? I have a very old configuration, so I do not use the 650w. What is the acceptable temperature for the PSU?

12v = 1300RPM
  7v = ???

You can do this because if you do not use the 650w the PSU does not heat as much as it would warm if you used the 650w. But attention, you can use less than 650w but you can not use a number of watts very approximate of 650w. Try to use at most 450w.

I was in doubt about the fan's CFM. But you're right. Not using the 650w or close to it, it should not get too hot. Thank you!
