psu double boots causing bios settings loss

Everytime I turn on my pc it starts up for 5 seconds not even getting to the mobo logo, shuts off (the psu makes that clicky shutdown sound), and turns itself back on again. It then goes past my bios logo, but get's stuck at finding ATA devices or something where my only option is to hit F1 for Bios settings.

I read somewhere that enabling pci-e wake-up should fix things, it did for a day or 2 then my psu started double powering again.

Any help is much appreciated!

Solution
Make sure you have latest BIOS and mobo drivers. Ensure the DRAM is fully seated. Could try raising the System Agent Voltage (VCCSA) to 1.12. If available try a different PSU. Unplug any USB add ons (like drives, hubs, etc
