I am assuming that the 2080ti GPU is quite new?
When was the last time you cleaned/dusted the Thermaltake Litepower 700w?
You may be experiencing increased CPU fan speeds because of the increased power consumption of the 2080ti...it does sound a little like an airflow restriction...

1.) How many fans in/out of your case?
2.) I couldn't discern from the video, but does the PSU draw air from inside the case, or through a dust filter on the bottom of the case? Have you checked/cleaned this?

But, in the mean time...

3.) Inspect that C13 connection on your power cord. Check to see that it fits tight into the PSU, and that there are no burning or scorch marks on the pins in the C13 socket on the PSU.
