Psu failing to power up

Guys I have a big issue now... it seems ,after going through other forums, my psu has insufficient power to boot up.Now in addition I baught a graphics card and this is what it happens.............Before installing graphics card into the motherboard .......Sometimes not every time...During heavy cpu load like games..... it would automatically power off and tries to restart repetedly but fails after 4 secs and would restart again....now when card is installed into the motherboard...it powers off and tries to restart but this time it will fail again after 1-2 secs.It worked perfectly fine for a day or so with graphics card and now it is failing again.Now is it really a PSU issue or something else if its psu what rating psu my pc will require? My specs are:
Processor:I5 2310 @2.9 GHZ
Ram: 4 GB
Graphics card:Nvidia Geforce Gt640 2GB DDR3

My current PSU is 450watts.(Note : I am new here,I thought I replied to your comment week ago but that was my misunderstanding and now when I opened my forum again I realised I hadn't sent you any messages. Sorry but late reply )
