PSU fails paperclip test

I had just finished building my new PC (specs below) . I switched on the PSU. Then powered on the system, but nothing happened. The fans started to spin for a split second after turning off. After reading on the internet I gathered that the problem might be the PSU and that a paperclip test might inform me if my PSU is dead or not. So performing the paperclip test I located the greenwire and a shorted it with a black wire beside it. Switched on the PSU and the same thing happened with the PSU. The fan turned on for a split second and then turned off. So I'm guessing it must be the faulty part. How do I make sure that the PSU is the culprit.

KINGSTON HYPERX 8GB
Seagate barracuda 1tb 7200rpm
Gigabyte HD 7970
Corsair spec01

It's not a great power supply , so I would replace it.

Replace it as in get another one of the same kind or get a refund and buy another different PSU ?

VS is dead last in terms of quality in the Corsair lineup.

I would get something better.

Ok so the PSU was DOA and was replaced, the computer works fine now. So I guess if a PSU fails the paper clip test it is a goner..
