Fans can either be connected to the motherboard, or directly to the power supply. The power supply is always connected to the motherboard to power it... not really sure you understand how systems work. The power supply either relays power through the motherboard to the fan, and the motherboard has some speed controls it can apply, or the power supply directly powers a fan and it's on 100% all the time.

Power supplies normally control their own fan.
That PSU appears to have a FDD connector(Floppy Disk Drive) which is quite a small connector ,but larger than a fan connector which may be confusing you.
I would not plug that connector in as it could damage the motherboard if it is not a fan connector,try powering it up first and see if the fan runs,you will not damage the PSU if you only power it up for a short time.
