[SOLVED] PSU fan for HP Compaq 8200 Elite SFF starts spinning LOUDLY 1 minute after starting computer

When the computer is turned on, there is no action besides PSU green light. Then, 1 minute after, the PSU fan starts spinning loudly and doesnt stop.

Need to note that nothing shows up on the display. I unplugged the cables from the motherboard and plugged them back. I also dusted out the entire case and PSU. Any other ideas would be appreciated...

Solved. I reseated the CPU and also reseated the sticks of RAM and the computer is now working. Not sure which one did it. Any thoughts would be appreciated.
