Psu fan is crazy

Hi. I bought a xigmatek psu 700w and the fan is running at maximum speed all the time.the pc temp is low and the air that comes frome the back of the psu is cold. I really don't know why or what to do.the fan is 140mm and it should run at 600 rpm but is running at 1900 rpm.its quite bothering.
Any help please.

what specs is your system,maybe you have a faulty product that needs to be returned for warranty,the fan should not run that hard unless the psu is over working to hard or overheating

I have a m3n hd/dmi motherboard wit a phenom II cpu stock cooler and a sus 560ti dcut 2 and 2 stock fans.as I said the air that comes out from the psu is cold so I don't think the psu is overheated.
