After starting myPC, the PSU fan spins either faster or slower, regardless of the load. Is this normal?
This happened on both the old Aerocool VX600 and now the new Deepcool PF700.

include the age of the PSU apart from it's make and model. BIOS version for your motherboard at this moment of time.
How is the PSU oriented in said case? If your PSU is being starved of cooler ambient air, then that would explain why the fan on the PSU is always on full blast(assuming) in order to cool the innards of said PSU. The fans on a PSU is designed to operate per the PSU's needs, if it's heating up and needs cooling, then the fan ramps up, if the PSU isn't under load and has a zero-rpm mode for it's fan, then it's be off.
