PSU fan whining, random reboots and overheating

My PSU is making a high pitched whining noise, and sometimes a grinding noise. The fan seems to spin slower than normal, or not cooling the psu properly.
My pc reboots by itself after a while of having it on, and motherboard temperature goes to 60c-65c just on standby, without anything extra running.
This pc is around 4 years old and I am trying to figure out which part could be the problem, and being on a budget, the most affordable way to get it fixed or parts replaced.

My pc specs are:

Intel Core i5 2500K @ 3.30GHz
8.00GB Dual-Channel DDR3
ASUSTeK Computer INC. P8H61-M LX2 (LGA1155)
2047MB NVIDIA GeForce GTX 950 (EVGA)
931GB Seagate ST1000DM003-9YN162 ATA Device (SATA)
Windows 10 Home 64-bit
