Question PSU/Fans click on and off, but no boot. I replaced all components. Same issue with new board, new CPU and new PSU. What am I doing wrong?

I’m out of ideas. Trying to build a new server to replace an old one. Here’s what I’m using initially:

Motherboard: Supermicro uATX X9SCM-F
CPU: Intel Xeon E3-1270V2 Quad Core 3.5GHz 8MB
Memory: Hynix 4x 8GB 32GB DDR3 ECC UDIMM RAM PC3-12800E 1600 MHz
PSU- 750 n1 EVGA

This setup didn’t work at all. Board power light came on but fans simple click on then click off, then click on and click off. No boot.

Breadboarded and reduced the whole setup to 1 ram and no change. Reset CMOS. No change, no boot at all.

Replaced the Motherboard with a supermicro: MBD-X9SCI-LN4F-B (used from a different vendor)
Replaced the CPU with another Intel Xeon E3 (different vendor)

Here’s where things get interesting. This setup worked initially, but the motherboard kept saying I needed an admin password to enter the BIOS. Frustrating, because the default admin password "ADMIN" didn’t work. So I reset the CMOS to reset the password (I read this would work) and now the same exact thing is happening! No boot and clicks. I reduced again to just one ram and no change. Now no matter what configuration I can’t get anything. Maybe it’s a PSU issue I think to myself? So I replace the PSU with a EVGA 650W D3. No. Friggin. Change.

What could possibly be wrong? Is it the power in my house that’s the issue? I’m running other computers with no issue. I don’t have any experience with super micro motherboards. Is there a trick or a step I’m missing? How could two boards have the same issue? I must be making a mistake but I’m not sure what. Did I short the CMOS battery in both boards doing something?

Here’s a video of the motherboard breadboarded and plugged into just the PSU. Ignore the glob of thermal paste. I had just removed the CPU heat sink because I was worried that might be shorting something. Lights on. Power switch works. PSU just clicks. If I plug the other fans in they just spin up and down in sync to the PSU.

1) If I add the heat sink back on and plug in the heatsink fan it does the same thing. I just took it off because I was adjusting ram. On both motherboards and both CPUs I did everything with the heat sink on first and it did the same thing.

2) Yea that's the first PSU I tried the N1. Then I switched to a 650W Module PSU G3. Both PSUs are brand new and for the module PSU I did not use any other power cables. Only what came in the box for each PSU. I also tried two different wall sockets in case I was having a power issue with one. No change. Whirl. Click off. Whirl. Click off.

One of the reasons I was worried about the CPU heatsink fan (Artic 34 Freezer) causing a short was because it comes with a plastic bracket for the bottom of the board, but it didn't seem to fit on the MB so I just used the bracket that came with the motherboard (which is metal). Again the second board did work until I pulled the CMOS battery and reset.
