PSU for HD 4770!

pls help guys, i am low on bugjet,however want best gaming for buck, i am goning for asus vento TA85/86 series casing with built-in 400watts PSU (280watts REALLY!).

the vendor told me this wattage story , how ever he did told me that we have successfully loaded a 9600gt on this.
according to my specs and usage the Xtreme PSU calculator (http://www.extreme.outervision.com/psucalculatorlite.jsp) calculates my power requirement to be: (I WON'T OC AT ALL!!)

hd4770>>
254WATTS!!

9600gt>>
270WATTS!

SO WHAT THE HELL IS THIS.... I HAVE CHECKED EVEY THING AGAIN BUT STILL. DOES THIS MEAN HD4770 CAN ACTUALLY WORK ON THE BUILT IN PSU, PLS ADVICE GUYS, URGENT
