I'm getting a i5-4690k with a Radeon R9 380 and I plan to OC. How many watts should be more than enough to make this work and is the Corsair CX 600w 80+ Bronze Semi-Modular ATX Power Supply good enough? If not, which PSU would be the best for these parts with the budget of under $60?

With rebate, get the EVGA B2 750. It is great quality, high performance, good warranty, and semi-modular. Don't leave home without it.

In spite of what was said above, the Corsair CX600 is a decent PSU for some things OTHER than gaming, like web-surfing and business productivity.

In gaming, the GPU makes demand spikes, for extra power, from the PSU and this hammers the main capacitors of the PSU. Weak capacitors fail quickly.
