Hello , I wonder if the Corsair NEW VS Series VS650, 650W is enough to hold a R9 390 ? I know the Wattage is enough , but I want to know if the PSU is of good quality .

Check the bottom right PSU requirements link for more information.

For your information Corsair VS is Tier 3 so it is not recommended especially for a hungry GPU like this.

I'm going to say this is better, 750W is an overkill.
SeaSonic X Series 660W 80+ Gold Certified Fully-Modular ATX Power Supply

Well both of those are very expensive , is there a better PSU for a smaller budget? What about this one : EVGA 100-B1-0600-KR, 600W, 2x PCI-E 6+2, 6x SATA, 3x Molex [80 Plus Bronze]?

http://www.mediadot.ro/surse/ . Here is the website that has the best prices .

650W is the minimum i would go with 600W = not worth taking the risk

A guy on Yt was able to run the R9 390 on a 600 W PSU and had no issues.

Either
1. He had an excellent quality PSU and not on high load CPU & GPU.
2. He did not test it when CPU & GPU was on full load.
3. He did not test if the PSU was bottlenecking.
4. He did not test if the PSU was able to work without crashing the PC for a long time.

Not worth the risk. The PC will boot up no problem it's the health of the PC & issues stated above that are the issues.

He had an I5 and tested it with the R9 390 in full load and said he never encountered a problem even though he had it for a few weeks .

Thanks for the suggestion , but I am not sure if the PSU is available , as it's status is ''Ask'' meaning they're not sure if they still have it , is there any other PSU you could find around that price range ? If not I will ask them to see if they have the Seasonic you suggested.
