Question PSU has started making a weird noise, fixable or new PSU ?

I can not hear the noise.
There are two common noised from a psu.
a) Coil whine. Nothing to be done about this and it is not harmful.
b) Fan noise. A ticking sound might be simply a cable intruding on the fan, or it could be a failing fan.
Replacing a PSU fan is possible, but I would replace the PSU as a long term investment.

Sounds like a dying fan to me. I'd get a new unit. I would like to know your entire part list so I know what PSU to recommend.

Cylon doesn't sound like my go-to brand when it comes to PSUs. Suggest you get a Corsair RM750x (2018) or Seasonic Focus GX-750 instead.

is it really bad thats why it might be breaking already?
No professional reviews(atleast none I can find), but several warning signs/red flags of a low quality unit.
  1. 230v only(if the input voltage dips too low bad things can happen). Also this is usually a sign of cutting corners on build quality
  2. Shady PSU marketing, by modern standards it is not a 700w PSU.
  3. Aerocool's PSU track record is poor as the majority of their units are low quality with some being straight up fire hazards.
