Ok, could you be more specific the issue you have:
1. Turn on you configuration will require and RAM, CPU, VGA(if there is no integrated in CPU) - post this parts too.
2. How did you check you PSU is working ? ATX PSU dont turn on then you plug it in power grid you will need to get the "greed" and "black" wipes on short to do that and even then you will need some load to check if the volt and amp are correct.
3. When you power on the configuration is there any sound from MB speaker that could lead you to the problem.
4. Last check all the the cables are correct pug in correct sockets.
