Psu issue? Gpu issue? Driver issue?

Before you answer, Ive been looking all over, Google, these forums, AMD website, YouTube, etc to find this answer and none helped.

Problem:
I recently purchased a couple new hardware pieces for my computer to run better on games etc. I play a lot of Rust and figured it would help with graphics and performance to upgrade a bit.

Old Hardware: (No Issues)
AMD Phenom II X2 510 Black Addition
AMD Radeon HD 6670 ASUS 1gb
2x 2gb Ripjaws Ram
Thermal Master 420w Power supply
Biostar a785g3 Motherboard

Semi-New Hardware: (Display Drivers started crashin [* = New])
*AMD Phenom II X4 810
AMD Radeon HD 6670 ASUS 1gb
2x 2gb Ripjaws Ram
*Green 650w Power Supply
Biostar a785g3 Motherboard

New Hardware: (Display drivers still crashing and Application being blocked aka Rust.exe [* = New])
*AMD Phenom II X4 810
*AMD Radeon HD 6950 Gigabyte OC edition
2x 2gb Ripjaws Ram
*KDM 750w Power Supply (http://goo.gl/R2de7X)

Now I tried running Rust in regular Rust, Rust DirectX 9, and Rust DirectX 12, some outlast the other but still leads to the same crashed of display drivers. Sometimes its repeatedly too, like crash, get back on, crash 5 minutes later, and again. I run Windows 10 64bit and have it on a Harddrive with plenty of space along with my OS on a SSD.

Solutions I tried:
Re-installing the game
Any and every driver (Driver from the disk, Driver provided by windows update, and AMD website drivers) I preformed a DDU(Display Driver Uninstall) each time I changed drivers.
Running on lowest graphics
The only things I seen on HWInfo is my Shader on the Card got up to 85*C in temp, Not sure if thats Normal.
I haven't played any other games long enough for them to crash, if they even would.
What Im thinking is a unstable power output from a cheap PSU, but I just would like a soild answer, if possible before dumping $100 in a good one. Reason why I didn't in the first place is that's nearly a full paycheck for me. So any reassurance before doing so would help!

1| Out of all the PSU's you've listed, if the Green PSU sin't made by Antec then they are all expensive paper weight. On the Antec note, if it is an Antec unit, which model is it?

2| Before you populated the new processor into your motherboard, did you perform a BIOS update?

3| You should stick to either installing GPU drivers from AMD or the drivers disc although the latest would be on their site. I would however advise against the path to source drivers using Windows Updates. It's known to mess up a lot of things and leave you to start from scratch more often then not.

4| FYI, the HD6000 series isn't advertised to handle Direct X12.

5| That temp is not normal, no. Judging from your use of older hardware...have you made...

5| That temp is not normal, no. Judging from your use of older hardware...have you made sure that the cooler is cleaned off of dust/debris? It might even need a fresh coat of TIM perhaps.

6| Lastly which version of AMD's Crimson are you on?

You should try and replicate the issue with other titles since it could even be an issue with the title's coding but one thing is truly apparent that you are chewing through bad PSU's which might leave other to question if they did the necessary damage to your system. I'd suggest borrowing a PSU of reliable quality and brand and test out your components.

* Define crash. Are you talking about a system wide reboil or the game exits to desktop?
