Psu issue or mobo or videocard? Or all of the above

Issue:
Pc shut down after starting from sleep and using it for about 20 mins.
Heard a small noise, smelled slightly burnt.

On next powerup had no display and no power in usb. Also only 1 of the 2 cpu cooler fans started spinning

Removed videocard and connected onboard. I managed to get to bios
My cpu temp was usually around 30 degrees in idle. Now temp was at 40 and in about 1 min went to 50 plus. Thats when i shut the system down.
Usbs worked.

Tried another videocard a nvidia 450 gts only 6 pin supply. No video no usb.

I tried another much older mobo with separate cpu and ram. I powered it with my psu. It had no onboard card so connected both video catds in turns each time no display no power to usb.

After that i tried another psu much weaker. A nox 550w. Same story did not manage to power up display or usb but im thinking its not strong enough. I dont have another one for testing.

Tried removing ram, removing battery, draining the power from the system.

I can access my os with no video card but it goes to high temp very fast and cooler starts spinning at 2000 rpm plus. Usually it gos at 600 for 30 degrees but thats with both fans spinning.

Also worth mentioning is that the cpu voltage in bios for the cpu without videocard was 0.92v on boot. Idk what to make of this or whats the standard.

I need help with diagnostics since i cant afford to remake the whole system again. Hoping its the psu.
 
Solution
I found the issue. My video card fails to initialise even if leds power on and so do the fans. It sends no signal to the monitor. Also the cpu cooler has a busted microcontroller since it cant spin both coolers and im also unsure about the pump. Both fans work if connected directly to mobo but that looses all fan control and they spin at max rpm
Update: managed to access os with the 450 gts video card after all still only 1 cpu cooler working. Did nothing extra to achieve this. Could the 980 ti video card be the problem? Then what about cpu cooler?
Tried the 980 on an older system. 550 psu. 6+2 and 6 pins and didnt post.
