[SOLVED] PSU issues on startup?

I think I might have some problems related to my system power.

1. For one, whenever I use Prime95 to stress test my newly overclocked fx-8350 (4.2 Ghz on stock voltage, I didn't feel like pushing it too much to start), the entire computer freezes after a few minutes. Is my CPU underpowered? I also sometimes run into an issue where chrome randomly freezes my entire computer. Could underpowered CPU be the problem there as well?

2. On launch, my computer's lights and fans come on, then after a second turn off again. Then the entire system boots like normal. This entire process happens after I press the power button once. I don't have to press it twice. It all happens in the span of maybe 7 seconds. PSU problem there?
 
Solution
You all never would've guessed this, but I had a random power outage followed by a jolt as the power came back on and that jolt FIXED MY PSU. It starts fine now! :tearsofjoy::tearsofjoy:
We need more info, full specs including make and model of PSU would help.
Sure. Here it is:

CPU: FX 8350 overclocked to 4.2 Ghz with voltage of 1.4V
Motherboard: Gigabyte GA-970A-UD3 (rev. 3.0)
Memory: G. Skill 16 GB RAM 2000MHz
GPU: EVGA GTX 970
PSU: EVGA Bronze 600BR Power Supply
OS: Windows 10 Home

To go more in-depth on my situation with #2, the problem started after a series of restarts I did due to changing settings in the BIOS. Nothing that I changed in the BIOS should have any impact on the PSU, it just had to do with hard drive settings due to having some difficulty getting the system to recognize my SSD. Immediately after, my computer will boot, shut down for a few seconds, and then boot again like normal every time I press the power button.
