PSU Looks Dead

Hey Folks. So I have a workstation that I built about two months ago. I was using temporary components (waiting for some new components to be released). Everything was working just fine. I haven't used it much the last month though, but I know it was on because I saw it listed in my TeamViewer manager. I checked today and its dead. It was not moved, checked all the connections, reset all the components, tested everything with all components removed. Reset the Power connector and Power Reset switch. Nothing. Power button does absolutely nothing. All I see is the LED light and the RJ45 port light up when I turn on the power on the PSU. I tested the PSU with the paper clip, a few times, and the fan is not spinning on the PSU. Does that sound like a dead PSU? How accurate is the paper clip test? I don't know much about electrical stuff, but it does sound like if there is something going on with the PSU.

I have my other components that are going into this system, but I don't want to install anything until I figure out what's causing this particular problem. Don't want to fry any of this new stuff!

Thoughts?
 
I've tried the paper clip test with two different green and black connections. Checked the internal psu fan and also tried it with a sata drive... Same result. I was just confused because RJ45 was powered on when the power was connected to the PSU. Will get another one tomorrow =)
