Psu makes buzzing noise/computer won’t boot

Computer: Lenovo Thinkcentre A58E

Ram: 2GB
CPU: Intel pentium dual core T7300
Gpu:AMD Radeon R7 240
Psu: 250W

My computers psu has started to make this buzzing sound from it, and the computer refuses to boot up, fans spin but I get no screen.

I’ve googled it a bunch but no one seems to have the same symptoms as me, I’ve tried plugging in without a surge protector, different outlets and power cables, reseeding ram sticks, removing the graphics card and other expansions and unplugging accessories.

I’m really stumped as to the issue so if anyone has some suggestions please comment.

I've just put another psu in it (the standard 180w it came with) and it still makes the same noise and wont boot, thinking about taking it in, thinking its a board issue and really hoping its not dead
