Question PSU Making Low Quiet Constant Beeping Noise

My PC is a HP Elitedesk 800 G2 with the stock HP PSU. I got it second hand off of Ebay and I installed a GTX 1050Ti 4GB GPU inside of it. I soon noticed a low beeping noise coming from inside the PC. Upon further inspection I found out the noise was coming from the PSU. I asked a tech based Discord server if they could identify the issue and they said the PSU is toast. I don't want to buy a new PSU so I wanted to see if there was any solution to the beeping. The PC turns on and I was able to download Windows 10 on it with ease. The beeping happens both when the PC is on and off. But does not beep when the PC is plugged in.

so it beeps even if unplugged?

if problem is the PSU, the only safe answer is to replace it. Its not advisable to open it if you not sure what you doing.
