PSU making noise until Prime 95

I have built my computer about 10 months ago. The high pitched "eeeeeee" noise seems like it is coming from PSU. The noise is almost always constant when I am doing internet browsing, etc. When I run Prime 95, the "eeeeeeeeeeeeeeeeeeeee" noise stops. The forums and threads I read, most of them are the opposite problem. So is this a PSU problem? If so, is it grounds for manufacturer exchange?

Sounds like it could potentially be coil whine and yes that is grounds for an RMA. But as Blackbird asked you should post complete specs.
