PSU mounting question

Can i flip my psu so that the fan in facing up in a bottom mounted case? I am going to be putting my pc on carpet but i will put something under it
 
Provided the mounting holes/screws line up, you certainly can.

Whether you should is another question altogether though.
When bottom mounted with the fan facing down, it's drawing cool air in, and exhausting out the rear of the PSU - a pretty good idea to assist with longevity of your PSU.

If you orientate the fan facing 'up', it's drawing in warm(ish) air from inside your case - so it's not quite as effective in keeping your PSU cooler (depending how warm it is inside your case).

It's highly unlikely to do any damage at all, but it's just 'better' to have the fan facing down & only handling cool air.

If you're going to be on carpet, what are you planning to put under it?
 
My advice go find a piece of scrap wood at like a hardware store that is long enough and wide enough or get two pieces that will equal the length and width of your case feet/case edge this will eliminate that turning the PSU upside down. (IMO) You want to keep that PSU fan to breath fresh air. All your doing is drawing most likely warm/hot air from your GPU and air circulation in the case isn't exactly ideal. Though its not ideal but it won't hurt functionality. But I also don't know what case you have nor how much space is between your GPU and PSU either.
