PSU not enough power?

Hello, so sometime ago i brought a new graphics card ( AMD Radeon R9 200 Series ).

I recently have been having a problem with my computer blue screening and on certain games freezing for split seconds every couple of minutes which can be very annoying in games like LoL.

My Psu from what i can read from the side of it is a "Cascom" Brand "ADK - W700S" Model 700W.
I'm afraid the PSU cannot draw enough power. can anyone enlighten me on the matter? i'm willing to spend $300 thereabouts for a decent one, but i want to make sure its the problem first.. and if its not, i guess ill be posting again to find out what the problem is!!
