Question psu not opening until power is cut out

Hi ALL,

So I have
i9
24 gb ram
3080
2 SDD
and
850 Core XPG

The issue I am facing is when I shutdown my PC, it dont start after I press the power button, it goes into to a ON and OFF loop, no Display altho fans of system are running.
But
Once I Switch off the power supply and wait for few second the System boot at normal speed without any issue.
Looking for your guidance.

Did you try to reset the Bios to Default to see if it's working normally?
