Question PSU not powering motherboard

I am first time pc builder. When I plug in the psu tester, the fan on the psu spins. But when I plug the 24 pin cable into the actual motherboard, the fan doesn't spin. I don't know why? Any advice would be helpful.

We're going to need a little more information. Please pass on the specs to your entire system and include the make and model of the PSU If the PSU has been recycled from an older build, include the age of the unit.
