PSU not turning on after tripping the circuit breaker

I was putting together my first pc and was just after connecting everything together. I plugged my psu directly into the wall socket and powered it on, it powered up for a fraction of a second and it tripped the circuit breaker. So I disconnected all the power cables from everything and flipped the breaker back on again before having a look into my build. Upon doing this I noticed I hadn't connected any power cables to my video card or hdd, (I'm new to this, be nice) so I connected those up correctly and double-triple checked everything over again and then connected my psu to the mains again. When I pressed the power button on my front panel it didn't make any attempt at powering on. There's no standy lights or any signs of power at all, any ideas of what is wrong or what I can do to try and fix it?

Thanks :)

Disconnect the power cable from the PSU itself. Then press the power button on your system to discharge any residual power stored in the system. Then, reconnect the power cable and try again.

Honestly, at this point, I suspect your PSU is dead.

I have a Deepcool dq650st.. is it really dead? That's kinda terrible really, psu failing on first launch

My system specs here...

MoBo: Gigabyte GA-B85M-HD3
CPU: Intel Core i5-4460 3.2GHz Quad Core
RAM: G.Skill Ripjaws X Series 8GB DDR3-1866
Storage: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive
Video Card: MSI Radeon R9 390 8GB
PSU: Deepcool DQ650ST 650W 80+ Gold Certified ATX

Is there any reliable PSU you know of that would suit this build?

I did, the 24pin connector from my PSU has all the cables covered so I cannot visually tell which one is the green and black wires in order to do that paperclip test. I tried it with pin number 16 because it's typically the green wire on a 24pin connector, and pin numer 7 because it's usually a black wire.

Either way, when I powered the unit on with the paperclip in place, it didn't make any noise and the fan didn't spin.
