Question PSU not working after plugging it into motherboard (total noob here) ?

I should give a quick history first i suppose. A guy I work with built a PC a few years back. I'll list components below. Meets a girl. Shes not happy with how much time he spends on computer. Computer gets taken out of house and into a shed type building. Fast forward 2 years and I buy it for $50. I get it home, strip it down, clean the dead bugs, leaves, etc out of it and reassemble. I get nothing. Nothing as in no post. The PSU 's fan doesnt even kick on. I expected to have to replace things. I test the PSU first using a paper clip. Nothing. OK, it needs a PSU. New PSU gets here. I install it. Nothing again.

The new PSU came with a tester so I plug it in, PSU comes to life so I figure mobo is bad. I buy a new to me mobo that comes with a CPU from a friend. A known to work mobo/CPU. Get it home. Nothing. Unplugged everything except CPU and cooler, leave 1 stick of ram in A2. Unseat CMOS batt. Nothing. Swap ram sticks out. Nothing. Which leads me to here. What am I missing? I've been all over Google which lead me to this forum (great site by the way). List of components below

Gigabyte GA-970A-D3P mobo
AMD FX-8350 4000MHz 8-core CPU
G-Skill Sniper 8gb DDR3 1866 x4 for 32gb ram
Sapphire Radeon Nitro r9 390x GPU
Aresgame 550 watt PSU ~ I realize now that it's not going to be enough
WD Black 1TB HDD.
Cooler Master liquid CPU cooler. Unsure of model
NZXT case. Unsure of model.

Aresgame are terrible PSUs. You have to buy a real PSU.
Well, thanks for your opinion but I've already established that the PSU works and even though its most likely uinderpowered for what I'll be using it for, It should still let the system post.

Did you use ONLY the modular cables that came with the new PSU?

Yeah. Popular opinion on the PSU but for now, it's what I got and my system wont post. To answer your question, the PSU I bought isnt modular so I had no choice but to use the cables that came with it. The only cables reused were to ones that came with the case.
