If you're using a cheapo motherboard with a 125W AM3+ CPU, there's a good chance your motherboard died.
I don't think your motherboard died considering gigabyte is a fairly reputable brand. It is possible you got a cheap one that failed on you. With the PSU ticking noises though, return it for sure if you still have a warranty and try to get a new unit or your money back.

It has little to do with the brand. Budget motherboards all have issues with the 125W AM3+ CPU. And, in fact, Gigabyte's GA-78LMT is a common budget motherboard that we see die a lot around here with 125W CPUs.
