PSU or GPU

I just bought a gtx 760 4gb for christmas but when i installed it it brought up some issues. First being that my computer would start but nothing would appear on the monitor, second my disk drive would beep im guess it has to do with something not working, third my fans would dim and go loud dim and go loud ect, and lastly is i could not power my computer off via the power button i had to turn the power off and back on to turn the computer off again.

i have 430 PSU and since the GPU need a 500w im guessing its that but i don't want to go and buy a new psu just to find out that it was my gpu that was broke.

First that card recommends a 500Watt power supply for your whole system which is bad since they have no clue what parts are inside you PC. That card only draws about 160 Watts running 100% and that's all they should state.
In your case it sounds like you have a cheap power supply can you post a link to it?
Do you have another PC or a friends you can test the card in if so do it.

Its either the card or the power cause i put my old card in and the computer works fine

and unfortunatly i don't have another computer to test it on.
