Psu or Gpu ?

Ok so I have a 650w bronze psu and a gpu from from a prebuilt system, it looks kind of cheap. I have had 2 psu’s already and they both are Making a tiny coil whine, is this because of my gpu ?

Gtx 1060 3gb - going to try to get a better quality Asus one
Psu 650w
