PSU or Motherboard issue??

I got a 320W power supply for an HP Elite 8200 board and i have the 4 beep codes indicating i have the wrong PSU or the PSU is overloaded.. But i made sure it was the correct PSU so i'm very confused.. Could there be another possible problem other than the PSU i just bought? I just bought the motherboard as well and the site said it was in working condition. Also to add, all fans spin and then out of nowhere the PSU get's super loud.. Sounds like a jet taking off.

I am using the proprietary PSU as well, forgot to add that part sorry..

The motherboard and PSU that runs the 8200 Elite boards are proprietary and can't be upgraded with a standard ATX PSU.
