Why would you not recommend, it is for a budget build and managed to obtain one for quite cheap on offer?

It is very cheap for a reason. Very low quality and it probably won't be reliable.

It lacks any PCIe connectors too.

Cause of the low quality, to get such a low price they cut corners wherever they can. I don't easlily talk about fire hazards when speaking about psu's, but this looks like one to happen.
