[SOLVED] PSU power degradation with age ?

I have a Corsair TX850 that is 9-10 years old. In trying to install a new ASUS TUF Gaming 3070TI gpu from my current GTX 1070 but I am getting no display. I have RMA'd one card already for the same issue. Installed per the advice in the GPU forum. The recommended PSU is 650 W. Could the age of this PSU be a problem. Card powers up, fans spin for a moment, then stop. Old card works fine.

With an age like that would it just be wise to upgrade anyway being such an old platform.
