The R9 270x is a mid-range card capable of drawing an average of 200-220w. According to spec sheets from AMD (for their reference card) the R9 270 and 270x require a minimum of 500w for a single card or 600w for dual cards. My guess would be when playing games on ultra you are pulling the referenced limit of 200w which is just too much for a 400w unit to handle. I'd upgrade ASAP :) I am not sure about EU vendor availability but I'd try to go for a Corsair, EVGA, Seasonic, or Cooler Master unit with a minimum of 600w (just to be safe and allow for room to grow).
I'll be honest, I've never seen either of those power supplies 😵 . My guess would be that your computer's combined wattage (cpu, ram, board, hard drives, and video card) is above 400w at load (in game for example). The 400w rating is typically for computers that do not have a dedicated graphics card or a low power one. What graphics card are you running?

Yeah i understand i will be upgrading PSU's when i get the money :) And My build is
AMD Athlon(tm) II X4 630 Processor @3.3ghz Stock (2.8ghz)
4GB DDR2 Ram @800mhz
