PSU Problem Help

Hello everyone, I had recently bought a Japanese PSU Scythe Energia 550w 80+ Platinum from a guy who used it once and still pretty new for $30.(don't bother looking it up online I tried with no luck). I live in Japan so outlets have 2 prons. This PSU has a ground wire connected to PSU power cable and which I do not have any idea how to use. I tried it without it but nothing and also tried another power cable still not working. Everything is plugged in motherboard, But How do I know if it works? Do I need to ground it? Any ideas will help and if you need more information or pics Ican do that just ask.

See if a fan connected to it does spin.
