So, this RIG I built for a seriously low cost uses a Core 2 Quad 9650 and an HD 7970 GPU along with a 240GB SSD (no storage drive)

The question is POWER SUPPLY UNIT! So...
Thermaltake 600 watt: http://www.newegg.ca/Product/Product.aspx?Item=N82E16817153166&_ga=1.121312334.751935004.1445379424

or

EVGA 500 watt: http://www.newegg.ca/Product/Product.aspx?Item=N82E16817438012&_ga=1.121435598.751935004.1445379424

Both cost the same with the EVGA slightly cheaper after the rebate. My question is whether or not the EVGA closes in on the actual power out put of the Thermaltake because I highly doubt the Thermaltake is actually pumping out a stable 600 watts. I really can't decide which is the better buy, I know the EVGA is a better quality PSU (I have an EVGA 850 B2 myself) but are it's 500 watts really enough for the system it's going in and how does it compare to the "600" watt Thermaltake PSU.

Please pass on the Thermaltake. They for the most part make terrible power supplies. The EVGA 1's (B1, G1 etc) are better but not recommended for stressful situations. The 2's are much better (B2, G2, etc). For supplying a 9650 and a 7970, please invest in a Tier 1 or Tier 2 power supply.

something to consider. A tier 1 or 2 power supply should be with you for 7 years, some tier 1's have a 10 year warranty.
divide the price of a tier 1 EVGA supernova g2 99.99 (10 yr warranty) by 10 and for 10 bucks a year your PC will be safe from all the baddies that can kill it through a cheap power supply

it is actually cheaper in the long run to get a tier 1 power supply
tr2 5 year warranty 60 bucks, 12 bucks a year
evga 3 year warranty 50 bucks 16.67 bucks per year

calculations do not take in account the current rebate on the evga supernova G2, but does consider the rebates on the others.
include the rebate and it's 9 bucks a year for the supernova G2 650W
