So if i have a video card that requires 30Amps on a plus 12 volt rail (GTX 760 SC - my brothers card) : http://www.newegg.com/Product/Product.aspx?Item=N82E16814130932
and i have this PSU: http://www.newegg.com/Product/Product.aspx?Item=N82E16817438005

Will it work.

The specs are as follows:
+3.3V@25A, +5V@25A, +12V1@20A, +12V2@20A, +12V3@20A, +12V4@20A,+5VSB@3A, -12V@0.8A

Can you explain this. I see there are 4 +12 volt rails all having 20Amps... which inherently isn't enough. But... if i am using a micro atx motherboard, and correct me if i am wrong, but there are only 2-3 12volt rails and i am using one... does that split the amps/share them?

The NEX is a low budget low quality PSU. It will not work to its full intention. I would upgrade the PSU to a EVGA GS the 650w one is nice and high quality compared to the NEX.

Intel turtle i love you, but that's not what i asked. I am rebuilding my brothers PC and i am trying to figure out what i need to do. I am giving him my old parts.

You will need to upgrade the PSU. Regardless of mobo size.
