Will a 650w PSU pull that much power or will it pull watts(haha) needed? Example: If I chose a 650w PSU but the PC only needs around 330w will it pull 330w? Or will pull 650w? Thanks! If so this is gonna be a problem.

the power draw will be what is consumed.
like you said it will draw 330W if the PC need 330W. A 650W PSU,for example, 650 is the MAX Wattage it can supply, not what it supplies constantly.

This is not completely accurate information. For example if the computer is "using" 330 watts then a 80 rated PSU will actually draw 330 X 1.2 = 396 watts. This is because of heat and other factors.
 


I was keeping it simple and didn't want to bring in the efficiency ratings as this is where it can get messy.

Then how much more wattage would it take to overclock a i5 6600k and a GTX 1060/1070?

 
a 650 will allow you to overclock and run the card and still have overhead for more.
min suggested req for a 1070 is 500W but that is just an estimation actual draw for that system (1070 and 6600K) will be 375-450W.assuming 450W draw at 80% efficiency, draw from the outlet would be @ 540W.
